Visiting Scholar Program

The universities in the LORL University Network "loan" two faculty members per year to the General Assembly. The Visiting Scholars become members of the LORL staff in Harrisburg and work under the supervision of the LORL Executive Director. While serving in LORL, the Visiting Scholars remain on the payroll of their home universities, which also cover all travel expenses to Harrisburg.

Visiting Scholars are drawn from all academic disciplines and from university administration. Visiting Scholars are best viewed as faculty members who are interested in the legislative process and the public issues addressed by the Pennsylvania General Assembly. Visiting Scholars' primary responsibility involves working directly with legislators to find answers to specific policy questions raised by them. All Visiting Scholars are required to work on a strictly nonpartisan basis, and to observe LORL's confidentiality policies.

Visiting Scholars have the freedom to work on particular topics, projects or legislative workshops/presentations of interest to them in addition to fulfilling very special policy research and public service functions. In recent years, Visiting Scholars often have served as coordinators of LORL workshops, seminars, conferences and informational meetings co-sponsored by their home universities. They also have assisted in identifying potential LORL interns from their universities.

Nearly all Visiting Scholars have functioned best as "generalists" in the sense that their own academic disciplines were not the only ones needed to respond to the legislative inquiries they were assigned. Visiting Scholars often augment their own expertise by identifying and enlisting other faculty at their home campuses who possess additional expertise or knowledge that might be essential to fashion a final report or offer a briefing to legislators.
